Drinking Water Program (DWP)

The Drinking Water Program works with all public water systems in North Dakota to ensure that they provide safe drinking water and are meeting the requirements of the Safe Drinking Water Act. This is accomplished by monitoring contaminants, providing operator certification and training, conducting inspections, and providing technical assistance.

General

Definition of a Public Water System

A public water system is a water system which has at least 15 service connections or serves an average of at least 25 people for at least 60 days a year.

Types of Public Water Systems

There are three types of federal public water systems:

  • Community Water System
    • Abbreviated: CWS or C
    • Definition: A public water system that supplies water to the same population year-round.
  • Non-Transient Non-Community Water System
    • Abbreviated: NTNCWS or NTNC
    • Definition: A public water system that regularly supplies water to at least 25 of the same people at least six months per year. Some examples are schools, factories, office buildings, and hospitals which have their own water systems.
  • Transient Non-Community Water System
    • Abbreviated: TNCWS, TNC, or NC
    • A public water system that provides water in a place such as a gas station or campground where people do not remain for long periods of time.

Situations when a Public Water System Must Notify the North Dakota Department of Environmental Quality

A public water system must notify the Department of Environmental Quality if/when:

  • Any water samples test E. Coli positive.
  • Average result from a Nitrate (initial or confirmation) sample exceeds 10 mg/L.
  • Animal contamination is present in finished water storage tanks.
  • Failure or interuption of plant processes.
  • Failure that disrupts water supply or distribution system.
  • Chemical spills or other contamination that may impact water supply.
  • Loss of pressure in distribution system.
  • You are planning to change your water system source or aspects of your treatment system.
    • Switching secondary disinfectants - chlorine to chloramines
    • Switching coagulants - alum to ferric chloride
    • Switching corrosion inhibitor products - orthophosphate to blended phosphate
    • Changing the dose of existing chemicals if planning long-term changes to finished water pH
    • Installation of membrane filters, ozone or enhanced coagulation/softening
