This page provides updates to industry and interested parties on the Department's adoption of 40 CFR 60, Subpart OOOO and Subpart OOOOa and how to submit required notifications and reports.

NSPS OOOO—Standards of Performance for Crude Oil and Natural Gas Production, Transmission and Distribution for which Construction, Modification or Reconstruction Commenced After August 23, 2011, and on or before September 18, 2015 [40 CFR 60, Subpart OOOO] is a new source performance standard that effects new, modified, or reconstructed hydraulically fractured natural gas wells, crude oil storage tanks, pneumatic pumps, and centrifugal and reciprocating compressors. NSPS OOOO (Quad-O) establishes emission standards and compliance schedules for the control of volatile organic compounds (VOCs), which can contribute to ambient ozone (O3) concentrations, and sulfur dioxide (SO2).
NSPS OOOOa—Standards of Performance for Crude Oil and Natural Gas Facilities for which Construction, Modification or Reconstruction Commenced After September 18, 2015 [40 CFR 60, Subpart OOOOa] is a new source performance standard that effects new, modified, or reconstructed facilities and sources in the crude oil and natural gas source category. NSPS OOOOa (Quad-Oa) establishes emission standards and compliance schedules for the control of volatile organic compounds (VOCs), greenhouse gases (GHG), specifically methane. Quad-Oa also effects new, modified, or reconstructed hydraulically fractured natural gas wells, hydraulically fractured oil wells, crude oil storage tanks, pneumatic pumps, and centrifugal and reciprocating compressors and establishes emission standards and compliance schedules for the control of volatile organic compounds (VOCs), which can contribute to ambient ozone (O3) concentrations, and sulfur dioxide (SO2) that occur after September 18, 2015.
EPA—Controlling Air Pollution from the Oil and Natural Gas Industry
For OOOO/OOOOa Reporting:
- DO NOT email QUAD-O/Oa compliance reports or notifications to the Department or Department Staff — emailed Quad-O/Oa reports WILL NOT BE ACCEPTED. Note that state IT policy may remove your attachments, thus making the email of these reports unreliable.
- DO NOT include subject sources from other states or those located on Tribal Lands. Reports that contain additional subject sources not under the Department's jurisdiction will not be accepted. The Department CANNOT evaluate sites outside of its jurisdiction.
- Please note that there are some imported data from NDIC in CERIS-ND that are on tribal lands—DO NOT use these sites, the Department will be doing future data clean up to remove sites that are not within our jurisdiction.
- You must also submit your required notifications and reports to EPA Region 8, if required by the rule.
- The Department is looking into a CERIS-ND feature that would allow uploading the Annual Reports via XML or excel where the data would be pulled from the file to populate the form fields; however, this capability is not yet configured in CERIS-ND.
Interim CERIS-ND Bulk User Access Requests (Add/Remove Users from sites)
Note: Bulk Users are a one-time add, so any NEW sites made after a user has been added in a bulk user request needs to be added individually, PER SITE AND PER USER.
PRO TIP When you make a new SITE in CERIS-ND the person who makes the site has the Role of Administrator under that SITE'S Authorized Users
. Make sure that when you make a new SITE that you add all users to that site. CERIS-ND access is PER SITE and PER USER and access is not automatic by company—users must be added manually.. Add User Instructions
PRO TIP Designate one person in your company to be responsible for managing users in CERIS-ND, including adding and removing users via Bulk access requests, and checking that all NEW sites have all users added as authorized users.
PRO TIP To Invite users, select the site from the drop down in CERIS-ND then Authorized Users> Invite User to Join
. Any user who is has the Administrator Role in [SITE]> Authorized Users
can add other users to the site without needing to contact the Department. Add User Instructions
DOWNLOAD and Use Adobe Reader for editing this Bulk User Form and click the Email Form to DEQ button at the top to submit the request. Note: this will send one email per single user request, please send one user form per email.
§60.5420a(a)(2)(i) Notification of Well Completion
This notification may be submitted through CERIS-ND
For Existing Sites:
- For sources that have an OGR "permit" (either migrated into CERIS-ND or where a previous CERIS-ND Oil and Gas Production Site Registration has been submitted): Log-in to CERIS-ND in the drop down, select the exiting site you are submitting for then go to
Start a New Form> I want to make a service request> Air 40 CFR 60.5420a(a)(2)(i) - Notification of Well Completion

For New Sites:
- For sources NEW SITES that DO NOT have an OGR "permit": Log-in to CERIS-ND then go to
Start a New Form> I want to make a service request> Air 40 CFR 60.5420a(a)(2)(i) - Notification of Well Completion
, then select Create New Site
and enter the site name in the form of [COMPANY NAME] - [SITE NAME] under New Site Name
.
- When making a NEW SITE Include the FULL Site name [COMPANY NAME] - [SITE NAME].
- Submitting this form will make a new SITE record in CERIS-ND, so be sure to ADD any Authorized Users to the site once you are done. Please note that Users are authorized PER SITE and users who are already added to CERIS-ND via bulk upload or by invitation to another site(s) will not have access to this new site until they are invited by a site administrator (the person who starts a new site is by default the site administrator). - PRO TIP To Invite users, select the site from the drop down in CERIS-ND then
Authorized Users> Invite User to Join

- PRO TIP As this makes a new site in CERIS-ND you will then use this site when you submit your
Air Oil and Gas Facility Registration - New
form. DO NOT make a new site for registrations if you made a site with the Notification of Well Completion form.
§60.5420(b) / §60.5420a(b) Annual Reports (Upstream)
This report may be submitted through CERIS-ND
Per 40 CFR §60.5420(b) / §60.5420a(b):
"If you own or operate more than one affected facility, you may submit one report for multiple affected facilities provided the report contains all of the information required as specified in paragraphs (b)(1) through (8) and (12) of this section."
As such each Oil and Gas production company has a [COMPANY NAME] - Company General File SITE in CERIS-ND to be able to submit the annual report at the company level vs. per well production site. If you do not have access to this site, please contact the Department.
Log-in to CERIS-ND then go to your [COMPANY NAME] - Company General File SITE. Then go to Dashboard> As Needed> Air NSPS Subpart OOOO/OOOOa Annual Report
OR Start a New Form> I have a reporting obligation to fulfill> Air NSPS Subpart OOOO/OOOOa Annual Report

- To get a list of your CERIS-ND Site ID Nos. Go to the CERIS-ND Site Explorer.
- In the map view select the Download Data icon.
- Go to the
Site Details
section and click the DOWNLOAD icon next to Environmental Interests
. This will download a .zip file containing an excel file (.csv) that contains the CERIS-ND Site ID Number (column name: SITE_NUM).
- You can submit your EPA CEDRI excel file in Section D - File Upload.
- Please note that at this time we CANNOT accept .xlsm files (macro enabled) due to securty. To upload your NSPS OOOOa annual report excel file please save as .xlsx before submitting.
§60.5420(b) / §60.5420a(b) Annual Report (Midstream)
This report may be submitted through CERIS-ND
Log-in to CERIS-ND then select the site you wish to submit your annual report to. Then go to Dashboard> As Needed> Air NSPS Subpart OOOO/OOOOa Annual Report
OR Start a New Form> I have a reporting obligation to fulfill> Air NSPS Subpart OOOO/OOOOa Annual Report

If you do not see this report and need to submit it please contact your compliance manager. To find your compliance manager log-in to CERIS-ND, select the site from the drop down menu, then Permits> Click on the AOP or ACP
then in the pop-up you will see Agency Contact (with full contact info)

- PRO TIP Schedules are assigned to the appropriate Air Operating Permit (AOP) or Air Construction Permit (ACP) which requires the submission. In general you will most likely be submitting to the AOP unless you do not have an issued AOP or the equipment/requirements are new and are part of an ACP (until the requirements are incorporated into an updated AOP).
